Updated 1 November 2026. Figures come from each firm's Clutch profile on that date.
Short answer. For a small integration or internal tool, start with Pell Software (from $5,000) or Fulcrum (from $10,000). For a mobile or customer-facing product, Swovo or Agency Partner Interactive. To add AI to software you already run, Azumo or Valere. For a funded fintech or software startup, OAKS LAB. For a long-running platform, Merixstudio, Leobit or Trigma. All ten have at least 15 verified Clutch reviews and an average rating of 4.8 or higher.
Most "top 10" lists of software firms are written by one of the firms on the list, and this one is too: Metwaves Technologies publishes it. So it does two things differently. Metwaves is not ranked; there is a separate section at the end that says where we fit and where we don't. And every firm below has a weakness listed next to its strengths, taken from what its own clients wrote.
The list is for a business with somewhere between 10 and 500 staff that needs software built for it: an internal system, a customer portal, an integration between tools that don't talk to each other, or a first version of a product. It is not a list of the largest firms. Accenture, EPAM and their peers do excellent work, but a $40,000 project is not where they put their best people.
How the firms were chosen
We read the Clutch profile of every firm on 1 November 2026 and kept those that met all of these:
- At least 15 verified client reviews on Clutch, with an average of 4.8 or higher.
- Between 10 and 249 employees, so a project of $10,000 to $250,000 matters to them.
- Custom software as a main service line, not a side offer.
- Reviews from US clients.
Clutch's own ranking pages mix in paid placements, so the order of their listings played no part here. We used only the profile figures: rating, number of reviews, minimum project size, hourly rate and what reviewers say. We have not hired these firms, so the strengths and weaknesses come from their clients' reviews, not from us.
The firms are grouped by the kind of project they suit, not ranked against each other. A firm that is right for a $5,000 integration is wrong for a $200,000 platform, and the other way round.

Which firms suit a small budget or an integration project?
Pell Software
Pell Software (Denver; 10–49 staff; Clutch 5.0 from 32 reviews; projects from $5,000) is the only firm here that takes projects from $5,000. Most of its reviewed projects are under $10,000, and 80% of its clients are small businesses. Reviewers single out its work connecting systems that were never meant to meet: QuickBooks, CRMs and ERPs. "Communicative" is tagged in 15 of its 32 reviews.
Watch for: the highest hourly rate in this list ($100–149), and a single office, so capacity is limited when several clients need it at once.
Fulcrum
Fulcrum (Warsaw; 50–249 staff; Clutch 4.9 from 40 reviews; projects from $10,000) has small teams in Wyoming and Kyiv. Healthtech is 40% of its work and 60% of its clients are small businesses. Reviewers praise its interface design.
Watch for: more than one review mentions a gap between the first estimate and the final cost. Ask how it handles changes in scope before you sign.
Which firms suit a mobile app or customer-facing product?
Swovo
Swovo (Boulder, Colorado; 50–249 staff; Clutch 5.0 from 36 reviews; projects from $10,000) has developers in Colombia and Brazil, which keeps most of the team within a few hours of US time. Medical clients make up 40% of its work, and reviewers point to strong UX design and products that launched.
Watch for: reviews mention projects going over the first budget estimate.
Agency Partner Interactive
Agency Partner Interactive (Plano, Texas; 50–249 staff; Clutch 4.9 from 88 reviews; projects from $25,000) works from a single US office of 76 to 100 people. Healthcare, education and e-commerce are most of its work. "Timely" is tagged in 33 of its 88 reviews.
Watch for: a $25,000 minimum and $100–149 an hour, and some reviews report communication and timeline problems.
Which firms suit adding AI to existing software?
Azumo
Azumo (San Francisco; 50–249 staff; Clutch 4.9 from 27 reviews; projects from $10,000) has most of its engineers in Rosario, Argentina. AI development is its largest service line, and "Timely" is its most frequent tag. Good fit for adding an AI feature, such as a chatbot or document processing, to software you already run.
Watch for: reviewers mention changes in team members during a project. Ask who will stay on yours.
Valere
Valere (Boston; 50–249 staff; Clutch 4.8 from 60 reviews; projects from $50,000) has most of its staff in Indore, India. AI-first, and reviewers credit its depth in AWS, React and Python. It names Johns Hopkins and Mars among its clients.
Watch for: the highest minimum in this list ($50,000), and reviews that mention project-management problems with timelines and scope.
Which firm suits a funded startup or fintech product?
OAKS LAB
OAKS LAB (Prague; 50–249 staff; Clutch 5.0 from 36 reviews; projects from $25,000) does half its work in financial services. Its clients are mostly venture-backed fintech and software companies, and reviewers describe products that launched and raised money afterwards. Nasdaq Private Market is on its client list.
Watch for: a European time zone, and a $25,000 minimum.
Which firms suit a long-running platform?
Merixstudio
Merixstudio (Poznań, Poland; 50–249 staff; Clutch 4.8 from 97 reviews; projects from $25,000) is the longest-running firm here, founded in 1999. "Communicative" and "High-quality work" are each tagged 35 times across 97 reviews, and 45% of its clients are large companies.
Watch for: reviews mention that its people are booked up in busy periods, so ask when your team can start.
Leobit
Leobit (Lviv, Ukraine; 50–249 staff; Clutch 5.0 from 63 reviews; projects from $25,000) has representatives in Austin, Tallinn, Kraków and London. Reviewers single out its .NET, Angular and Ruby on Rails work, and "Timely" appears in 31 of 63 reviews. A sensible choice if your system already runs on .NET.
Watch for: time-zone overlap with the US West Coast is short; agree on meeting hours early.
Trigma
Trigma (Mohali, India, with a small office in Las Vegas; 50–249 staff; Clutch 5.0 from 139 reviews; projects from $10,000) has the most reviews of any firm here. AI and cloud work are its largest service lines, at $25–49 an hour.
Watch for: reviews mention documentation that could be better. Make handover documents part of the contract.
Where does Metwaves fit?
We publish this list, so here is the same information about us, measured the same way.
| Metwaves Technologies | |
|---|---|
| Based in | Ahmedabad, India |
| Staff | 10–49 |
| Clutch rating (reviews) | 4.8 (5) |
| Minimum project | $1,000 |
| Hourly rate | $25–49 |
With five reviews, Metwaves does not meet the bar we set for this list, which is why it is not in it. Our reviewed work includes an AI material recommendation engine for a sustainable home builder's BIM system, a VoIP platform built on Linphone for a telecom company, and a stock and crypto alert platform for a fintech firm. One reviewer marked us down for documentation, and that is the first thing we would ask about if we were hiring us.
We are a reasonable choice for a project under $50,000 that needs AI, data or integration work and a team willing to work US hours. If your project needs a large team from day one, or a firm with dozens of reviews behind it, the firms above are a safer pick.
What should you ask a software firm before you sign?
The reviews above repeat the same few problems: estimates that grow, teams that change, documentation that never arrives. Five questions catch most of them.
- Who exactly will work on my project, and will they stay on it? Ask for names and how long each has been with the firm.
- What happens when the scope changes? A fixed price is only fixed for the scope written down. Ask how changes are priced before you need one.
- What do we own at the end? The code, the cloud accounts and the designs should be yours, in your repository and your accounts, from the start.
- What will the handover include? Documentation, credentials and a walkthrough should be named in the contract, not promised in a call.
- How many hours a day will we overlap? For offshore teams, two to four hours of shared working time is usually enough. Agree on them in writing.
FAQ
How much does custom software cost for a small business?
Among these firms, minimum projects range from $5,000 to $50,000 and rates from $25 to $149 an hour. A small integration can fit in a few thousand dollars; a customer-facing product with its own app usually starts in the tens of thousands.
Should I choose a US firm or an offshore one?
The two firms with all their staff in the US, Pell Software and Agency Partner Interactive, charge $100–149 an hour; firms with teams in Latin America, Eastern Europe or India charge $25–99. Offshore teams work well when there is a few hours' overlap each day and one person on your side owns the project.
Are Clutch reviews reliable?
Clutch verifies that reviewers are real clients and interviews many of them. Its ranking pages include paid placements, though, so read the reviews and ignore the order of the listings.
How long does a custom software project take?
It depends on scope. Ask each firm for a timeline split into phases, with something you can use at the end of the first phase.
Why isn't [large firm] on this list?
This list is for projects of roughly $10,000 to $250,000, where a firm of 10 to 249 people gives the work its full attention.
